Ireland Is Still Rolling Out Its Gambling Regulation Act 2024
The Gambling Regulation Act 2024 established the Gambling Regulatory Authority of Ireland (GRAI) to licence and regulate betting, gaming, certain lotteries and gambling-related services.
As of February 2026, the GRAI is live and can licence new operators from July 2026, but the rollout remains at an early stage. Remote betting operators may be licensed from 1 July 2026 and in-person betting operators from 1 December 2026 when existing licensing expires.
For the moment, Ireland's new gambling rules are being phased in and this affects how gambling products are categorised. The new laws are to replace everything from historic Acts such as the Betting Act and the Gaming and Lotteries Act, with the GRAI now inheriting the Revenue Commissioners' licensing duties.
